Can the deleted pages be recovered from the output file?

No. The result is assembled page by page into a new document, so the removed pages are simply never written. This is different from a viewer that only hides pages, where the data would still be present in the file.

Does the remaining content shift or reflow?

No. PDF pages are fixed-layout — deleting page 7 does not push text from page 8 upwards. Each surviving page looks exactly as it did before.

What if I delete every page?

A PDF must contain at least one page, so the tool will not let you empty a document entirely. Leave at least one page selected, or use a different starting file.
